Best privacy-first LLM APIs in 2026
A privacy-first LLM API keeps no copy of your prompt or completion after the response, does not train on them, and says who else receives the text. As of 27 Oct 2026, Refuseless, abliteration.ai, and Venice's Private models promise no storage by default. OpenRouter stores no prompt text unless you opt in. The OpenAI and Anthropic APIs keep content for up to 30 days unless you are approved for zero data retention.
Refuseless publishes this page, so our row is first, and the criteria come before the table. Every cell quotes or paraphrases the vendor's own page, fetched on 27 Oct 2026 and linked at the bottom. A policy is a promise, not an audit. We did not verify any row from outside, and our own row is no exception.
How is this list ordered?
- No storage by default. Zero retention you get without a sales call ranks above zero retention you have to apply for.
- No training on prompts or completions, stated in writing.
- Who else sees the text. A host that forwards your prompt to another company should say so, and say what it strips first.
- What is kept anyway: billing metadata, abuse logs, flagged content.
- Anything stronger than a contract, such as hardware-attested inference.
Which LLM APIs are privacy-first in 2026?
| API | Stores prompts by default | Trains on them | Who else sees the text | Kept anyway | Stronger than a contract |
|---|---|---|---|---|---|
| Refuseless | No. Prompts and outputs are never saved. They exist only in GPU cache while the request runs. | No. | Some requests may be served by third-party model providers. They receive the content without your IP address, email, account id, or API key, and their own policies apply. | Account, login (IP address, user agent), and billing records. | No. |
| abliteration.ai | No. Processed in memory and never stored by default. | No. | A search provider gets the query or URL when you turn on web search or fetch. | Token counts, timestamps, model id, status codes, billing metadata. | No. EU data residency, and customer-managed keys on enterprise plans. |
| Venice | No on Private models, which are "enforced by contractual commitments." | No, per Venice. | Private models run on Venice GPUs or zero-retention partners. Anonymous mode forwards to GPT, Claude, and Gemini, and Venice says to assume those providers store the content. | Not itemized on its privacy page. | Yes, on Pro: TEE inference with remote attestation, and end-to-end encryption to a verified enclave. |
| OpenRouter | No, unless you opt in to prompt logging. | Not by OpenRouter unless you opt in for a 1% discount. Providers vary. | Always the upstream provider. A ZDR-only setting limits routing to providers with a zero-retention policy. | Request metadata such as token counts and latency. | No. |
| Anthropic API | Yes. Inputs and outputs are deleted within 30 days. Zero retention needs an agreement with sales. | No, without your permission. | Anthropic. | Flagged inputs and outputs for up to 2 years. Covered Models require 30-day retention even under zero retention. | No. |
| OpenAI API | Yes, in abuse-monitoring logs for up to 30 days. Zero retention needs prior approval. | No, since 1 Mar 2023, unless you opt in. | OpenAI. | Responses API state for 30 days unless store is false. | No. |
Which privacy-first LLM API should you choose?
- You want no storage without filling in a form: Refuseless, abliteration.ai, or Venice on a Private model. All three state it as the default.
- You need proof stronger than a policy: Venice Pro's TEE or end-to-end encrypted mode. No other row offers attested inference, Refuseless included.
- You need EU residency or customer-managed keys: abliteration.ai lists both. Refuseless has published neither.
- You need Claude or GPT specifically: go direct and apply for zero data retention, or use OpenRouter with ZDR-only routing. Either way, the lab receives the text.
Is zero data retention the same as no training?
No. A host can promise never to train on your prompts and still keep them for 30 days of abuse monitoring, which is the documented default on the OpenAI and Anthropic APIs. A host can also drop the prompt and keep metadata about the call. Read the two sentences separately. Zero prompt retention explains the three phrases vendors mix up.
Does a privacy-first API ever send your prompt to another company?
Often, yes. OpenRouter always forwards to the provider serving the model. Venice forwards Anonymous-mode requests to the frontier labs. Refuseless may serve a request through a third-party model provider, sent from Refuseless servers without your IP address, email, account id, or API key. Those providers are bound by their own policies, which Refuseless says generally include zero retention but cannot guarantee. abliteration.ai names only web search as a route to an outside provider. Ask this question of any API you shortlist.
Is end-to-end encryption available on any LLM API?
Among these six, only Venice documents it. On Pro, the prompt is encrypted on your device and decrypted only inside an attested enclave, with no web search or memory in that mode. Everywhere else, HTTPS protects the connection and the operator can read the prompt while serving it. A no-storage policy limits what happens after the response, not during it.
What does this list leave out?
Self-hosted weights are the most private option, and they are not an API. Cloud platforms that resell lab models under their own data terms, such as Amazon Bedrock and Google Cloud, are a procurement question with their own documents. We did not test any vendor's claim from outside, including ours. If a cell goes stale, the vendor's page wins.
